This committee though existing at Parish Level and a replica at both congregational and presbyterial levels, is not a product of the Practice and Procedure (PP) manual provides for Health Service Board (HSB) and hospital administration teams.
The board oversees general and financial administration, care and maintenance of building and equipment, appointment of medical superintendent and matron, recruitment and posting of senior staff and seeks to foster in the church a sense of interest in and responsibility for the work of church’s hospital and dispensaries.
The hospital administration team is responsible for planning, development, improvement, and maintenance of the hospital facilities; selection, appointment staff welfare and discipline.
The mandate of the PHC would therefore include seeking to foster in the church and congregations a sense of interest in and responsibility for the work of church’s hospitals and Health organization. Health does not necessarily mean the absence of illness. It means a state of complete physical, mental, spiritual and social well-being.
The PHC would therefore be expected to address its self to the issues affecting the health of the members and the community. It should also seek to supplement the work of the church hospitals. The committee should work in close liaison with the Ministry of Health and Sanitation and in particular the department of Primary Health Care on matters of preventing and controlling diseases through education and immunization.
In developing its programme of action, the committee has taken into cognizance the government vision 2030 and especially the Millennium Development Goals (MDGS) touching on health and eradication of extreme poverty and hunger.
COMPOSITION OF THE COMMITTEE
- The Parish Minister
- The Chairperson
- The Vice Chairperson
- The Secretary
- The Vice Secretary
- The three (3) officials from each congregation i.e The chairperson, the Secretary and the treasurer
- The Kirk Session representative- ex- officio and the treasurer
- Co-opted members preferably with knowledge of public health sector/social community work who should not exceed 1/3 of the committee members
The PHC report to the Kirk Session and the Presbyterial Health Committee
The PHC intends to accomplish the following functions and activities during the plan period:
- Visiting the needy and the sick in homes and hospitals
- Providing health sanitation awareness to the general public
- Observing the health week, leading church service and collecting adequate funds to finance their obligations and programmes
